The second session of the Council of the Republic of the fourth convocation started its work

      In compliance with Article 95 of the Constitution of the Republic of Belarus, on 2 April 2009 the second session of the Council of the Republic of the National Assembly of the Republic of Belarus of the 4th convocation started its work. 8 issues were considered.

      Mr Boris Batura, Chairman of the Council of the Republic, addressed the parliamentarians with the opening speech.

      In compliance with Article 89 of the Council of the Republic Regulations the senators formed the working bodies of the second session — secretariat and counting commission — in order to organize the session’s work, and approved the agenda of the session. Corresponding resolutions on these issues were adopted.

      The members of the Council of the Republic validated the credentials of a member of the Council of the Republic — Aleksandr Kosinets, who was appointed by the President of the Republic of Belarus on 5 January 2009, and elected him a member of the Standing Committee of the Council of the Republic for Economy, Budget and Finances. A resolution on including Mr Aleksandr Kosinets into the National Group of the Republic of Belarus in the Inter-Parliamentary Union was also adopted.

      In compliance with Paragraph 4, Part 1 of Article 98 of the Constitution of the Republic of Belarus Ms Svetlana Katsubo, Head of the Economic Law Chair of Gomel State Technical University, was elected a member of the Central Commission for Elections and Nation-wide Referendums in the Republic of Belarus. Ms Svetlana Katsubo will substitute Ms Margarita Zhorova, whose credentials were terminated in connection with her election to the Council of the Republic of the National Assembly of the Republic of Belarus of the current convocation.

      Mr Leonty Khoruzhik, Minister of Natural Resources and Environmental Protection of the Republic of Belarus, made a speech at the session on “Environmental safety as a constituent part of the national policy”.

      The parliamentarians adopted a resolution on including Mr Sergei Kiselyov, Deputy Minister of Finance of the Republic of Belarus, and Mr Aleksandr Litreyev, Deputy Chairman of the State Committee on Property of the Republic of Belarus, into the Council for Cooperation of Local Self-Government Bodies at the Council of the Republic of the National Assembly of the Republic of Belarus, and excluded Mr Ivan Zayash from the Council.

      At the end of the first sitting of the second session of the Council of the Republic the senators approved the new Regulations of the Secretariat of the Council of the Republic of the National Assembly of the Republic of Belarus presented by Mr Yevgeny Smirnov, Chairperson of the Standing Committee of the Council of the Republic for Legislation and State Administration.
