XXXII session of the Parliamentary Assembly of the Union of Belarus and Russia
On 13 — 14 November 2007 a parliamentary delegation of the Republic of Belarus headed by Gennady Novitsky, Chairman of the Council of Republic National Assembly of the Republic of Belarus, and Vadim Popov, Chairman of the House of Representatives National Assembly of the Republic of Belarus, took part in the XXXII session of the Parliamentary Assembly of the Union of Belarus and Russia (PA) in Moscow. The delegation also included Natalia Andreichik, Natalia Zaitseva, Valery Ivanov, Anatoly Malofeev, Pavel Mariev, Anatoly Novikov, Stepan Pisarevich, Alla Ralkevich, Aleksandr Udodov and Nikolai Cherginets. A plenary sitting and sittings of the Council, specialized committees and the PA conciliatory committee on the budget of the Union State took place within the framework of the session. Parliamentarians heard the report of the Council of Ministers of the Union State, the Chamber of Accounts of the Russian Federation and the State Control Committee of the Republic of Belarus on implementation of the budget of the Union State for 2005 and considered issues relating to the amendment of the Order of Planning and Implementing the Union State Budget, the PA Rules, the Regulations concerning the PA Certificate of Honour, etc. Personnel affairs were also under consideration during the session. Mr Popov, Chairman of the House of Representatives National Assembly of the Republic of Belarus, and Sergei Zabolotets, Deputy Chairman of the House of Representatives, were elected First Deputy Chairperson of the PA and Deputy Chairperson of the PA respectively. The Council of the Federation of the Federal Assembly of the Russian Federation delegated Ekzam Gubaidullin and Yevgeny Ilyushkin to the PA Committee for Ecology, Environmental Management and Mitigation of Consequences of Catastrophes and the PA Committee for Information Policy respectively.  The major item of the session agenda was the consideration of the draft budget for 2008. Parliamentarians of the Union of Belarus and Russia approved the major financial document, the revenue and expenditure parts of which will make up for 4 061 000 thousand Russian rubles with the share of the Russian Federation — 2 640 000 thousand Russian rubles and the share of the Republic of Belarus — 1 421 000 thousand Russian rubles. The budget presupposes financing 38 programs. Among them — development of the border infrastructure of the Union State for 2007 — 2011 (total amount of financing — 380 911.4 thousand rubles), development of a unified flexible multifunctional set of outward trajectory dimensions of dual purpose based on special optoelectronic systems and ultrahigh frequency elements (financing amount — up to 484 500 thousand rubles), criminal control on the territory of the member states of the Treaty on the Creation of the Union State for 2008 — 2012 (financing amount — 40 584.3 thousand rubles), etc. The draft budget of the Union State for 2008 will be submitted to the Supreme State Council of the Union State for approval. XXXIII session of the Parliamentary Assembly of the Union of Belarus and Russia is expected to be held in Minsk next year.
