Members of the Council of the Republic partake in inter-parliamentary events in St. Petersburg The parliamentary delegation of the Republic of Belarus headed by Mr Novitsky, Chairman of the Council of the Republic National Assembly of the Republic of Belarus, and Mr Popov, Chairman of the House of Representatives National Assembly of the Republic of Belarus, took part in the inter-parliamentary events held in the Tauride Palace in St. Petersburg. October 30, 2007 the members of the Belarusian delegation participated in the work of standing committees of the Inter-Parliamentary Assembly of the Eurasian Economic Community (IPA EurAsEC) on Economic Policy (Mrs Filippovich), the Parliamentary Assembly of the Collective Security Treaty Organization (PA CSTO) on Socio-Economic and Legal Issues (Mr Rakhatko) and Defence and Security Issues (Mr Lis), the Inter-Parliamentary Assembly of the Commonwealth of Independent States (IPA CIS) on Defence and Security Issues and the IPA CIS Joint Commission on Harmonization of Legislation in the Sphere of Combating Terrorism, Crime and Drug Business in the CIS (Mr Lis). The parliamentarians considered a model draft bill “On mutual insurance” and a range of drafts of budgetary and tax legislation of the EurAsEC member states and also legislative acts on innovation activities; model laws of the IPA CIS “On Countering Corruption”, “On Countering Human Trafficking”, “On Countering Extremism”. Information about the work on the harmonisation of the IPA EurAsEC legislation relating to self-regulatory organizations and the course of the preparation for the inter-parliamentary conference “Issues Concerning the Improvement of the Regulatory and Legal Framework of the Innovative Development of the EurAsEC Member States” was heard. At the sittings of the above-mentioned committees the parliamentarians raised the issues relating to the application of the model law “On countering terrorist financing” passed by the IPA CIS November 16, 2006, and Recommendations with regard to unification and harmonization of national legislation in the sphere of international antiterrorist protection, illegal drug and psychotropic substances trafficking adopted at the sitting of the Council of the IPA CIS — members of the PA CSTO April 16, 2004, in the national legislation of the PA CSTO member states. The participants of the meetings took into account a draft of the Regulation on the PA CSTO standing committees, approved the activity plans of these committees for 2008, and also addressed other organizational and financial questions. The previous day (October 29) Mr Lis took part in the first sitting of the working group under the PA CSTO on the matters of the unification and harmonization of national legislation of the CSTO member states, introduction of model laws and recommendations. In the evening of October 30 occurred a sitting of the Council of the IPA CIS, the member of which is Mr Novitsky. During the sitting the parliamentarians examined the issues about the resolutions of the Council of the Heads of the CIS Member States, adopted October 5, 2007 in Dushanbe, the development of the material and technical base of the IPA CIS, the activity plan of the Assembly for the next year, the introduction of amendments into the Long Term Plan of Model Lawmaking and Harmonization of Legislation in the CIS for 2005 — 2010, the branches of the International Institute on Democracy Development, Parliamentarism and Suffrage Protection of the Citizens of the CIS Member States, the granting of an observer status under the IPA CIS to the International Association of Academies of Science and the establishment of a working group on the preparation of a model Code on Scientific and Innovative Activity for the states of the Commonwealth. The IPA CIS members —participants of the election and referendum monitoring (elections for the Majilis of the Parliament of the Republic of Kazakhstan and the Verkhovnaya Rada of Ukraine; referendum in the Kyrgyz Republic) reported before their colleagues. The participants of the sitting also prolonged the term of office of Mr Mironov in the capacity of Chairman of the Ñouncil of the IPA CIS. In the course of the 29th plenary sitting of the IPA CIS, which took place in the morning of October 31, some model laws were considered (on transport activity, soil preservation, handling of the animal, near-border and inter-regional cooperation etc.). The parliamentarians also studied the General Part of the Model Executive Code and the Special Part of the Model Ecological Code for the CIS member states. Mr Novitsky, Chairman of the Council of the Republic, took part in the discussion of the agenda item “On the legal groundwork of the coherent migration policy of the CIS member states”. In his speech he outlined the approach of the Republic of Belarus to the solution of the questions relating to migration. Mr Novitsky, Chairman of the Council of the Republic, talked on countering illegal migrants transit through the territory of our country and also on new forms of migration flows — human trafficking for labour exploitation and intellectual migration. Subsequent to the results of the discussions of this issue the participants of the sitting passed the Recommendations “On Legislative Support of the Regulation of Migration Processes in the CIS Member States”. In the second half of the day Mr Novitsky took part in the sitting of the Bureau of the IPA EurAsEC, in the course of which the issues relating to the major avenues for the Assembly activity and the prospects of its development were dealt with. Transition from the preparation of the recommendatory documents to the elaboration of the Basics of the Legislation of the EurAsEC (regulatory and legal acts of the direct application) is slated for the near future. Besides the parliamentarians summed up the results of the sitting of the Interstate Council of the EurAsEC, passed recommendations for forming a customs union and for harmonization of the legislation of the EurAsEC member states in the agro-industrial and mutual insurance spheres. The topic relating to the EurAsEC financing was covered; the schedule of the main events of this organization for the subsequent year was agreed. Mr Novitsky also partook in the sitting of the PA CSTO Council on October 31. A scrupulous attention was devoted to October session of the Collective Security Council and the legal groundwork for its decisions. Moreover the parliamentarians discussed the politico-military situation in Central Asia region of collective security and the sitting of the Shanghai Cooperation Organization that took place in August. They also took into account the course of the fulfilment of the financial obligations by the members of the PA CSTO. The Assembly activity plan for 2008 and the statement “On Changing the Configuration of NATO Presence in Europe” were approved. |
