Mr Boris Batura

Born in 1947 in Volkovysk, Grodno Province.

In 1970 Mr Batura graduated from the Belarusian Polytechnical Institute.

He commenced foreman in 1970 and worked as industrial engineer and acting Head of the Technical Control Section in the structure of the Department of Internal Affairs of Grodno Province Executive Committee.

From 1973 till 1979 he was Director of Volkovysk Group of Public Utility Enterprises of the Municipal Economy Department of Grodno Province Executive Committee.

In the 1979 — 1983 period he was Deputy Head, Head of Mechanics and Power Engineering Section, Deputy Head of the Housing and Communal Service Department of Grodno Province Executive Committee. From February 1983 till April 1984 he was the First Deputy Head of the Production Section of Grodno Province Housing and Communal Services Department, from April 1984 till August 1987 — Head of the Production Section of the Housing and Communal Services at Grodno Province Executive Committee.

In the 1987—1990 period he was Deputy Minister of Housing and Utilities of the Byelorussian Soviet Socialist Republic, deputy Chairman of Grodno Executive Committee.

From July 1990 till June 1999 he was Minister of Housing and Communal Services of the Republic of Belarus.

In 1999 he was appointed a Deputy Prime Minister of the Republic of Belarus.

From November 2000 — Chairman of Mogilev Province Executive Committee.

He was elected member of the Council of the Republic of the National Assembly of the Republic of Belarus of the 2^nd and 3^rd convocations.

On 31 October 2008 he was elected Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus of the 4^th convocation.

Mr Boris Batura is awarded an Order of Honour, a 3^rd Class Order of Motherland, a 2^nd Class Order of Motherland, a Jubilee Medal “90 Years of Belarus Army”, a Certificate of Honour of the National Assembly of the Republic of Belarus and a Certificate of Honour of the Council of Ministers of the Republic of Belarus, an Order of Kiril of Turov, a honourary title “Merited Worker of the Services Industry of the Republic of Belarus”.

Mr Anatoly Rubinov

Born in 1939 in Mogilev.

In 1961 Mr Rubinov graduated from the Belarusian State University.

He began his professional career in the Institute of Physics of the Academy of Sciences of the  Byelorussian Soviet Socialist Republic where he worked for more than 40 years. He rose from post-graduate student to Deputy Director for Scientific Work of the Institute of Physics of the Academy of Sciences of Belarus. He exercised the functions of the academician-secretary of the Physics, Mathematics and Informatics  Section of the Academy of Sciences of the Byelorussian Soviet Socialist Republic.

In 1965 he defended Candidate’s Thesis, in 1972 — Doctor’s Thesis.

In 1991 he was elected an Academician of the Academy of Sciences of Belarus.

Mr Rubinov is the author of more than 300 scientific works, 4 monographs and 65 inventions. Some original laser devices that got diplomas and medals of the Exhibition of National Economy Achievements and won the Gold Medal of the International Leipzig Fair were constructed under the supervision of Mr Rubinov.

He prepared more than 30 Candidates and Doctors of Sciences.

From 2002 till 2006 he headed the Supreme Commission for Academic Degrees and Titles of the Republic of Belarus.

From 2006 till 2008 he was First Deputy Head of the Presidential Administration of the Republic of Belarus.

On 31 October 2008 he was elected Deputy Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus of the 4^th convocation.

He has a honourary title “Merited Scientist of the Byelorussian SSR” (1980). He was awarded the State Prize of the USSR (1972) and the State Prize of the Republic of Belarus (1994).

Mr Rubinov is awarded the Order of Francisc Skorina.
