Born 15 April 1939 in Mogilev.

      In 1961 Mr Rubinov graduated from the Belarusian State University.

      He began his professional career in the Institute of Physics of the Academy of Sciences of the  Byelorussian Soviet Socialist Republic where he worked for more than 40 years. He rose from post-graduate student to Deputy Director for Scientific Work of the Institute of Physics of the Academy of Sciences of Belarus. He exercised the functions of the academician-secretary of the Physics, Mathematics and Informatics  Section of the Academy of Sciences of the Byelorussian Soviet Socialist Republic.

      In 1965 he defended Candidate’s Thesis, in 1972 — Doctor’s Thesis. In 1980 got the academic title of Professor.

      In 1991 he was elected an Academician of the National Academy of Sciences of Belarus. Is a member of the Presidium of the National Academy of Sciences of Belarus.

      Mr Rubinov is the author of more than 300 scientific works, 4 monographs and 65 inventions. Some original laser devices that got diplomas and medals of the Exhibition of National Economy Achievements and won the Gold Medal of the International Leipzig Fair were constructed under the supervision of Mr Rubinov.

      He prepared more than 30 Candidates and Doctors of Sciences.

      From 2002 till 2006 he headed the Supreme Commission for Academic Degrees and Titles of the Republic of Belarus, and has been a member of this Commission since 2009.

      From 2006 till 2008 he was First Deputy Head of the Presidential Administration of the Republic of Belarus.

      In October 2008 was elected member of the Council of the Republic of the National Assembly of the Republic of Belarus of the 4th convocation, on 31 October of the same year — Deputy Chairman of the Council of the Republic.

      On 24 May 2010 was elected Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus of the 4th convocation.

      Deputy Chairman of the Parliamentary Assembly of the Union of Belarus and Russia.

      Member of the Bureau of the Interparliamentary Assembly of the Eurasian Economic Community (IPA EurAsEC), member of the Council of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent (IPA CIS), member of the Council of the Parliamentary Assembly of the Organization of the Collective Security Treaty (PA OCST).

      Chairman of the Council for Cooperation of Local Self-Government Bodies at the Council of the Republic of the National Assembly of the Republic of Belarus.

      Chairman of the State Prizes Committee of the Republic of Belarus.

      He has a honorary title “Merited Scientist of the Byelorussian SSR” (1980). He was awarded the State Prize of the USSR (1972) and the State Prize of the Republic of Belarus (1994).

      Mr Rubinov was awarded the Order of Francisc Skorina, a Jubilee Medal “65 Years of Liberation of the Republic of Belarus from Nazi Invaders”, a Certificate of Honour of the National Assembly of the Republic of Belarus.

      Born on 17 November, 1958, in Svetlogorsk, Gomel Province.

      Graduated from the Belarus Polytechnic Institute (heat power engineer), the Russian Academy of Public Administration under the President of the Russian Federation (manager).

      In 1980 — 1984 worked as a turbomachinery line operator of the Mozyr Heat Power Plant; a turbine operator, senior shift-head of the Svetlogorsk Heat Power Plant; deputy head of the Central Office of the “Gomelenergo” Region Energy Department; head of the Metal Laboratory of the Svetlogorsk Heat Power Plant.

      From 1984 to 1990 — an instructor in Organization Section, head of the Industry and Transport Sector, head of the Organization Sector of the Svetlogorsk Town Committee of the Belarus Communist Party.

      In 1990 — 1998 — Deputy Chairperson of the Svetlogorsk Town Council of People’s Deputies; Deputy Chairperson, the First Deputy Chairperson of the Svetlogorsk Town Executive Committee.

      From 1998 to 2004 — Chairperson of the Economy and Market Committee of the Gomel Province Executive Committee; Chairperson of the Mozyr City Executive Committee; Deputy Chairperson of the Gomel Province Executive Committee.

      In 2004 appointed Assistant to the President of the Republic of Belarus — Chief Inspector for Minsk city.

From 2006 to 2009 — Minister of Labour and Social Protection of the Republic of Belarus.

In 2009 — 2010 — Deputy Prime Minister of the Republic of Belarus.

      On June 17, 2011 elected Deputy Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus of the fourth convocation.

      Has an Honorary Mention of the President of the Republic of Belarus. Awarded a Certificate of Honour of the Council of Ministers of the Republic of Belarus.
