Members of the Council of the Republic participated in the 112th Assembly of the Inter-Parliamentary Union
Mr. Nikolai Cherginets, Chairman of the Council of the Republic Standing Committee for Foreign Affairs and National Security, and Mrs. Natalya Baranova, member of the same Committee, participated in the work of the 112th Assembly of the Inter-Parliamentary Union which was held in Manila (the Filippines) from 3 to 8 April 2005.
About 150 parliamentary delegations from around the world, including those of international and inter-parliamentary organizations, took part in the Assembly. Along with the general debate on the political, economic and social situation in the world parliamentarians discussed issues related to the role of parliaments in the establishment and functioning of mechanisms to provide for the judgment and sentencing of war crimes, genocide and terrorism, problems involving establishment of innovative international financing and trade mechanisms to address the problems of debt as well as the role of parliaments in ensuring observance of human rights while preventing, managing and treating the HIV/AIDS pandemic.
Mr. Nikolai Cherginets, who was also leader of the Parliamentary Assembly of the Belarus-Russia Union delegation, made a statement in the general debate on the overall theme “The impact of domestic and international policies on the situation of women”. In his statement he said, inter alia, that the Parliamentary Assembly jointly with the National Assembly of the Republic of Belarus and the UNDP intended to organize a workshop entitled “Europe: common effort to stop human trafficking” which would be held in Minsk at the end of May. Mr. Cherginets invited delegates of the Assembly to take part in the workshop.
In keeping with the decision adopted by the EURASIA geopolitical group, Mrs. Baranova was nominated as candidate to the titular member of the Coordinating Committee of the Meeting of Women-Parliamentarians, which she became, having received a unanimous support of the women’s forum. Besides, she spoke at the Meeting of Women-Parliamentarians on the situation of women in the Republic of Belarus and at the special segment dedicated to domestic violence.
Apart from participation in the debate on the Assembly agenda items, Mr. Nikolai Cherginets had a number of bilateral meetings. Prospects of developing relations between the IPU and the Parliament of Belarus were discussed during his meeting with the IPU President Mr. S.P.Verdugo who confirmed his intention to pay an official visit to the Republic of Belarus during his tour of European countries. Besides, Mr. Verdugo supported Nikolai Cherginets’ idea to organize a meeting of leaders of regional inter-parliamentary organizations in Minsk during the year 2006 and said the initiative could be discussed in more detail during his visit to Minsk. The initiative was also discussed with the Vice-President of BSEC Parliamentary Assembly Mr. Mustafa Bas, Secretary General of the Parliamentary Union of the OIC member states Mr. Ibrahim Auf, Secretary General of the Southern African Parliamentary Forum Dr. Kasuka Mutukwa and Secretary General of the Latin American Parliament Mr. Rafael Korrea Flores.
Following an invitation by the Philippine side Mr. Cherginets had a meeting with the Speaker of the House of Representatives of the Philippine Congress Mr. Jose de Venecia at which the parties exchanged views on a wide spectrum of issues involving inter-parliamentary cooperation. |
