A Belarusian parliamentary delegation participated in the work of the 114th Assembly of the Inter-Parliamentary Union and related meetingsA Belarusian parliamentary delegation headed by the Chairman of the National Assembly Council of the Republic Mr. Gennady Novitsky participated in the work of the 114th Assembly of the Inter-Parliamentary Union (IPU) which was held on 7 – 12 May 2006 in Nairobi (Republic of Kenya). Other members of the delegation were: Mr. Vadim Popov, Chairman of the House of Representatives Standing Committee for Foreign Affairs and Links within the CIS, and Mrs. Natalia Baranova, member of the Council of the Republic Standing Committee for Foreign Affairs and National Security. The Chairman of the Council of the Republic Standing Committee for Foreign Affairs and National Security Mr. Nikolai Cherginets was another representative of the Belarusian Parliament at this parliamentary forum as he led the delegation of the Parliamentary Assembly of the Belarus-Russia Union.
130 parliamentary delegations from various parts of the world, international and inter-parliamentary organizations took part in the proceedings of the Assembly which discussed issues pertaining to the role of parliaments in solving key problems of modern times: strengthening of control over illicit trafficking of light and small weapons, enhancing environment protection and raising the efficiency of prevention of violence against women.
Mr. Gennady Novitsky made a statement at the plenary meeting of the Assembly in the framework of the debate on political, economic and social situation in the world. The Chairman of the Council of the Republic touched upon issues dealing with international security, illegal arms and human trafficking and gave his evaluation of the political situation in the world. He focused, in particular, on the initiative to establish a global partnership movement against slavery and human trafficking, which had been put forward by the President of the Republic of Belarus at the 2005 autumn Summit of the United Nations and on the measures introduced by Belarus to eradicate the evils. Mr. Novitsky’s address received a warm welcome and was supported by representatives of different countries.
Mr. Nikolai Cherginets, Chairman of a Standing Committee of the National Assembly Council of the Republic also took the floor at the Assembly session on behalf of the Parliamentary Assembly of the Belarus-Russia Union.
The Senator Natalia Baranova contributed actively to the work of the Coordinating Committee of Women Parliamentarians and spoke at the proceedings of the 3rd Standing Committee on Democracy and Human Rights. Mr. Vadim Popov, Chairman of the House of Representatives Standing Committee for Foreign Affairs and Links within the CIS, participated in the work of the 1st and 2nd Standing Committees of the Union whose competence lies, respectively, within issues of peace and international security, and sustainable development, finances and trade.
Mr. Gennady Novitsky chaired a sitting of the EURASIA geopolitical group operating within the IPU structures and coordinated at present by the Republic of Belarus. In addition to the Belarusian delegation, parliamentarians from the Russian Federation, Kazakhstan, Tajikistan and Armenia took part in the meeting, which discussed IPU reform progress, proposals for subject items to be included into the agenda of the 116th IPU Assembly and approved the Rules of the EURASIA group. Furthermore, the meeting nominated candidatures to some of the IPU working bodies. Mrs. Natalia Baranova was re-elected to the Coordinating Committee of Women-Parliamentarians, while Mr. Vadim Popov was elected to the Bureau of the 2nd Standing Committee on Sustainable Development, Finances and Trade.
The Belarusian delegation had working meetings with the IPU President Mr. Pier Ferdinando Casini, Deputy Chairperson of the IPU Executive Committee Mrs. Margaret Mensa-Williams, IPU Secretary General Mr. Anders Johnsson at which the parties stressed the constructive nature of relations between the Belarusian Parliament and IPU.
During the meetings with the Speaker of the Kenyan Parliament
Mr. Francis Ole-Kaparo, Deputy Chairperson of the National Council of Provinces of the Republic of South Africa Mrs. Peggy Hollander and the delegation of the Bolivarian Republic of Venezuela headed by Mr. Dario Vivas the sides spoke of the need to improve commercial and economic cooperation and emphasized that an exchange of official visits by parliamentary delegations could be a good start in encouraging contacts between Belarus and the states concerned.
The Belarusian delegation also had bilateral meetings with the delegations of Armenia, Belgium, the Russian Federation, Ukraine, Germany and Japan. |
