Gennady Novitsky has participated in the 3rd Inter-parliamentary Conference on the fight against terrorism On 27 – 28 November 2006, the Chairman of the National Assembly Council of the Republic took part in the 3rd Inter-parliamentary Conference on the fight against terrorism organized in Brussels jointly by the Senate of the Federal Parliament of Belgium and the Council of Federation of the Federal Assembly of the Russian Federation. Parliamentarians from 23 countries, members of the European Parliament, representatives of a number of international organizations (OSCE, IAEA and others) took part in the Conference. Issues of energy security in the face of terrorist threat, protection of critical infrastructures and partnership between the state and private sector in the fight against terrorism as well as legal regulation of migration as a factor of ensuring security of states and opposing terrorist threats were discussed during the Conference. In their opening statements Ms. Anne-Marie Lizin, Speaker of the Senate of Belgium, and Mr. Sergey Mironov, Chairman of the Council of Federation of the Federal Assembly of the Russian Federation, stressed the importance of coordinated approach by parliaments of states — members of the OSCE in the field of struggling against terrorist threat. They called for a united effort by national parliaments in drafting legislative measures to respond to challenges of the 21st century. Participants in the discussion focused on examining reasons, forms and methods of terrorism, including the potential of use by terrorists of chemical, bacteriological and nuclear weapons. Great importance was attached to the provision of adequate protection of energy sector as the most vulnerable branch for acts of terrorism of any country’s economy. Taking the floor at the Conference, Mr. Gennady Novitsky underlined the contribution that the Republic of Belarus makes to the fight against terrorism and ensuring energy security of Europe. He stressed that that Belarusian people, like nobody else, realize what it means to be victims of a manmade disaster. With regard to this, the country makes every effort to oppose terrorism in all its manifestations. The forum ended in the adoption of a Final Declaration reflecting ideas presented by the Chairman of the National Assembly of the Republic of Belarus Council of the Republic. While at the Conference, Mr. Gennady Novitsky had meetings with the Speaker of the Senate of Belgium Ms. Anne-Marie Lizin, Chairman of the Council of Federation of the Federal Assembly of the Russian Federation Mr. Sergey Mironov as well as with members of the Federal Parliament of Belgium J.P.Henry and S.Goris. During the bilateral meetings the parties discussed key issues of inter-parliamentary cooperation between Belarus, the Kingdom of Belgium and the Russian Federation, including in the framework of international parliamentary structures (OSCE Parliamentary Assembly, Parliamentary Assembly of the Council of Europe, Assembly of Western Union, Inter-Parliamentary Union), prospects of cooperation in commercial, economic and humanitarian spheres as well as in the field of fighting international terrorism, organized crime and human trafficking.
