Born 5 July 1940 in Demidov, Smolensk Province, USSR.
Graduated from Byelorussian Institute of Agriculture Mechanization (Mechanic Engineer), Minsk Higher Party School.
Mr Popov commenced a worker at “Batishchevsky” Cooperative Farm in Smolensk Province, worked as a Foreman, Mechanic at a cooperative farm in Altai Territory, served in the Soviet Army, taught in a vocational-technical school in Krichev. Worked for Komsomol, then as the Director of Kalinin Cooperative Farm, Krasnopolye Region; Instructor of Mogilev Province Committee and the Central Committee of the Communist Party of Byelorussia; First Secretary of Osipovichy Town Committee of the Communist Party of Byelorussia; Head of Section, Second and First Secretary of Mogilev Province Committee of the Communist Party of Byelorussia; Director General, State Production Association “MogilevOblAgroPromTechObespecheniye”; Director General, Open Joint Stock Company Holding “AgroMashServis”, Mogilev Province. Was the First Deputy Minister, Minister of Agriculture and Food of the Republic of Belarus.
Mr Popov was the Chairman of the House of Representatives of the National Assembly of the Republic of Belarus of the 2nd convocation, Chairperson of the Standing Committee of the House of Representatives of the National Assembly of the Republic of Belarus for Foreign Affairs and Relations with the CIS (2004 — 2007), Chairman of the House of Representatives of the National Assembly of the Republic of Belarus (2007 — 2008).
Member of the Committee of the Parliamentary Assembly of the Union of Belarus and Russia for Foreign Policy Issues, member of the Permanent Commission of the Collective Security Treaty Organization Parliamentary Assembly on Social-Economic and Legal Issues, member of the Permanent Commission of the Inter-Parliamentary Assembly of the Commonwealth of Independent States on Economy and Finances, member of the Inter-Agency Committee for Security in the Sphere of Economy at the Security Council of the Republic of Belarus, member of the Inter-Agency Committee for Considering the Petitions of Legal Bodies and Individual Entrepreneurs for Exemption from Disciplinary Actions, member of the Working Group for the Preparation of Proposals on Simplifying the Tax System of the Republic of Belarus.
Is awarded an Order of the Red Banner of Labour, a 3rd Class Order of Motherland, an Order of Commonwealth (Inter-Parliamentary Assembly of the Commonwealth of Independent States), 16 medals, 17 certificates of honour of state bodies and international organizations.
