Born on 17 November, 1958, in Svetlogorsk, Gomel Province.
Graduated from the Belarus Polytechnic Institute (heat power engineer), the Russian Academy of Public Administration under the President of the Russian Federation (manager).
In 1980 — 1984 worked as a turbomachinery line operator of the Mozyr Heat Power Plant; a turbine operator, senior shift-head of the Svetlogorsk Heat Power Plant; deputy head of the Central Office of the “Gomelenergo” Region Energy Department; head of the Metal Laboratory of the Svetlogorsk Heat Power Plant.
From 1984 to 1990 — an instructor in Organization Section, head of the Industry and Transport Sector, head of the Organization Sector of the Svetlogorsk Town Committee of the Belarus Communist Party.
In 1990 — 1998 — Deputy Chairperson of the Svetlogorsk Town Council of People’s Deputies; Deputy Chairperson, the First Deputy Chairperson of the Svetlogorsk Town Executive Committee.
From 1998 to 2004 — Chairperson of the Economy and Market Committee of the Gomel Province Executive Committee; Chairperson of the Mozyr City Executive Committee; Deputy Chairperson of the Gomel Province Executive Committee.
In 2004 appointed Assistant to the President of the Republic of Belarus — Chief Inspector for Minsk city.
From 2006 to 2009 — Minister of Labour and Social Protection of the Republic of Belarus.
In 2009 — 2010 — Deputy Prime Minister of the Republic of Belarus.
On June 17, 2011 elected Deputy Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus of the fourth convocation.
Has an Honorary Mention of the President of the Republic of Belarus. Awarded a Certificate of Honour of the Council of Ministers of the Republic of Belarus.
