Mr Pavel Utyupin visited the Socialist Republic of Vietnam as a member of the parliamentary delegation of the Republic of Belarus On 10 — 12 March 2009 the delegation of the working group of the National Assembly of the Republic of Belarus on cooperation with the National Assembly of the Socialist Republic of Vietnam visited this country at the  invitation of the Committee on Foreign Affairs of the National Assembly of the Socialist Republic of Vietnam. Mr Pavel Utyupin, member of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus for Foreign Affairs and National Security, Deputy Head of the working group of the National Assembly of the Republic of Belarus on cooperation with the National Assembly of the Socialist Republic of Vietnam was one of the members of the delegation.
The visit included meetings of the delegation with Mr. Uong Chu Luu, Vice President of the National Assembly of the Socialist Republic of Vietnam, Mr Chau Van Minh, Director General of the Vietnam Academy of Science and Technology, Mr. Vu Xuan Hong, President of the Vietnam Union of Friendship Organizations — member of the Committee on Foreign Affairs of the National Assembly of the Socialist Republic of Vietnam, Mr Dang Vu Minh, Head of the Working Group of the National Assembly of the Socialist Republic of Vietnam on Cooperation with the Parliaments of CIS Member-States (in particular with that of the Republic of Belarus), Chairman of the Committee on Science, Technology and Environment of the National Assembly of the Socialist Republic of Vietnam, and with representatives of the business community of the City of Hai Phong and the province of Kuang Ninh.
During the meeting the sides discussed the development of Belarusian-Vietnamese inter-parliamentary and trade-economic cooperation and interaction in the field of education, culture, science, sport, tourism etc.
As a result of the agreements achieved during the visit, the sides signed the Protocol on Cooperation between the Working Group of the National Assembly of the Republic of Belarus on cooperation with the National Assembly of the Socialist Republic of Vietnam and the Working Group of the National Assembly of the Socialist Republic of Vietnam on Cooperation with the Parliaments of CIS Member-States.
